SOLUTION - Resolve Android not Syncing with Exchange 2016 ActiveSync services
Go into your user account in AD Users and Computers(Make sure you have Advanced checked from the View menu.) 
Then go to the Security tab / Advanced
Select Allow Inheritable permissions.
Retry your ActiveSync.

I spent hours trying to figure this out and hopefully this post helps other admin out there.
